Yeah, mages always try to carry a personal light, although sometimes that might just be a candle or a normal lamp they can light. Most people don’t need access to a light source in an emergency — but you can imagine city guards, especially undercover ones, having a rather fancier solution, hence this thing that is almost equipped like a hidden blade.
A lot of these city guards are going to be Jyna’s friends and colleagues too. So that’s going to be….awks.
